    Bộ phim được dàn dựng dựa trên những sự kiện có thật trong cuộc đời của một nhà độc tài ở châu Phi những năm 1970. Tác phẩm giúp Forest Whitaker giành một giải Oscar "Nam diễn viên xuất sắc" 2007.

    Châu Phi, những năm đầu thập niên 70, tướng Idi Amin đã thực hiện thành công cuộc đảo chính quân sự lật đổ Tổng thống dân cử Milton Obote rồi trở thành nhà độc tài thống trị đất nước Uganda.

    Từ Scotland bay sang dẫn đầu một phái đoàn hoạt động cứu trợ y tế, bác sĩ Nicholas Garrigan vô tình trở thành người được nhà độc tài tin dùng như một cố vấn đặc biệt kiêm bác sĩ riêng.

    Lúc đầu, ông thấy mình trở thành nhân vật quan trọng trong chính quyền Amin, nhưng rồi bác sĩ Garrigan thức tỉnh. Ông ngỡ ngàng nhận thấy mình đã ngu xuẩn đóng vai kẻ tòng phạm trong các quyết định kinh hoàng của Idi Amin khiến rất nhiều cảnh tang thương đã diễn ra làm hơn 300.000 người dân phải chết.

    Trong khi cố gắng sửa sai và tìm cách thoát khỏi Uganda, vị bác sĩ trẻ này gặp tai ương vì lỡ dan díu với một trong những người vợ của Amin...
